I went through this stupidity myself a couple of weeks ago. I
went through the entire sequence, which did in fact ask me to
power-cycle my router, got to what might have been the end, and
I got to this point:
MAGIC VOICE: IS YOUR COMPUTER NOW ABLE TO ACCESS THE
INTERNET? IF SO, SAY 'I AM CONNECTED.' IF NOT, SAY
'DISCONNECTED.'
ME: Disconnected.
MAGIC VOICE: CONGRATULATIONS. YOUR PROBLEM HAS BEEN SOLVED.
YOU WILL NOW BE RETURNED TO THE MAIN MENU.
ME (Slams down phone)
My wife, who is much more patient than I, tried again the next
day, and eventually she gave enough wrong answers that she was
put through to a human, or at least a Charter employee. (There
was no option offered on the menu system for this.) My wife
described the problems I had had, and the Charterdroid told her
that if, at any time, she wanted to break out of the automated
sequence and talk to a human, she could say "agent" 3 times, and
her wish would be granted.
Since then, someone pointed me to a web site that compiles
IVR-bypass codes:
