Republicans and Libertarians were delighted to get George Bush and the
GOP into office - because those folks believe that funding should not be
approved for government programs - except for those that kill and harass
foreigners.
And as everyone else predicted, underfunding the government has resulted
in a HUGE increase in the number of Republicans and Libertarians who are
now cheating the government out of taxpayer dollars.

Since the GOP/Libertarians got their way, oversight of agricultural
subsidies has all but disappeared. It's so bad that less than half of
all subsidies are paid out without anyone checking the paperwork. And
of those that did have the paperwork, most submitted false or incomplete
do***entation.
As a result, George Bush's Dept. of Agriculture has distributed well
over a BILLION dollars to American farmers who had already died several
years piror.
When the GAO investigated this Fraud, Waste and Abuse, Bush's
agricultural commissioner blamed the American people - claiming that the
government relies on the honor system when handing out a BILLION dollars
.... to dead people.
The Agricultural commissioner went on to say that, although he hasn't
investigated the matter, he has *faith* that "only" 1% of his budget is
paid out in fraudulent claims.
The GAO recommended that the Agricultural commissioner AT LEAST check
the names of people to whom they send subsidies against the Social
Security's list of people who are dead. Bush's Agricultural
commissioner replied by saying that he plans to do that... someday.
The bottom line here is that the Libertarian/Republican experiment is a
failure; that an underfunded government is not a capable government; and
that those who call for an end to government oversight are only looking
for an op****tunity to get fat off money they don't need, don't deserve
and to which they have NO legitimate right.
