The whole breakup of AT&T and the original phone companies resulted in
immediate increases in phone bills. If I recall it nearly doubled in 10
years or so.
What should have happened is they should have ordered the phone companies
to open up their lines to new equipment and allowed non phone company
equipment to be connected.
No one ever saved a penny from the breakup although it did lead to new
equipment and allow new technology to hit the market.
We are now seeing the completion of the same companies taking control of
the phone networks. That means some very rich judges and lawyers in a few
years when history repeats itself.
Of course another price spiral will follow.
