identify this structure in Nord S.Arabia near koweit ?

Could someone help me identifying this stucture located  50 km SW of
Koweit 
city in Saudi Arabia
27°58' 45"N, 45° 32' 54" E

Seems to be near Hafar Al'Batin but impossibe to identify it and to know
its 
function.
