answer the phone?
If that is just the issue, I'd say:
1. McCain
2. Obama
3. A randomly selected Congressman
4. Hillary
Thus, why would she want people to THINK about that? She doesn't have any
more experience on the subject than, for example, Eleanor Roosevelt had
during WW II.
