Empty Homes made to look occupied!!

What is up with all of these empty homes in Saratoga, California
made to look like someone lives there when no one really does?

	There are so many houses there fully furnished, lights on timers,
gardners every week on same day, visited once every two weeks or so
on same day, but, in actuality, no one lives there.  The seasons come
and go, decorations are put up, then are taken down, all in an effort
to give the illusion of someone living there, but no one really does.
 These houses are just big pots of gold, filled with belongings, but
with only ghosts for inhabitants.  Are these investment homes,
cleverly disguised indoor pot farms, drug houses, safe houses, or
what?  There are so many of them, with just simple systematic
observation they will reveal themselves a-plenty.  One, in
particular, that I discovered over 1 year ago at 13474 Holiday Drive,
Saratoga, right next to the house under construction next door on the
corner, has been empty well over 1 year.  Two Christmases have come
and gone, decorations up and then down twice, but no one lives there.
The gardner comes every tuesday morning, like clockwork, and then is
gone.  It's crazy, all over Saratoga it is like that.

	Does any one have any ideas?  Any answers for this?
