You put out here some very worthy issues, but on this I'm not so
sure. We need a clearly defined and articulated set of rules for
abuses against humanaity. Civil rights pretty much defines this
country -- who we are as a peolple.

Are you saying there should be free travel between the three countries
like the EU? What would it do for illegal immigration? The NAU may
come about, but there is a needs for serious discussion in the
marketplace of ideas. It will forever change the way we live.
The the American Constitution would be sacked.
