Won almost all the battles, yet lost the war.  There really isn't any 
doubt at all that we lost the war.

The war was unwinnable from the beginning, and the Kennedy and Johnson 
administrations *knew* it.  That was the entire point of the Pentagon 
Papers:  the expert analysis from CIA and State going back to the late 
1950s had concluded that any effort to prevent a communist takeover of 
Viet Nam would fail.  Johnson's secret tapes confirmed that he knew it, 
but felt he had to fight anyway or else the American right wing would 
tear him apart.
