In 1965 gasoline sold for an average of around 32 cents per gallon.
Of that, 4 cents was federal tax and the state taxes ranged from 4 to
8 cents.  Typically it tended to be more toward the 8 cent range.
In regards to percentage of the price at the pump it was actually
taxed more then than now.
Hell I remember my grandfather complaining back then about how you
were paying almost as much in the tax as the gas cost by itself.  
If they had maintained the gasoline tax based on that percentage of
the price rather than a fixed amount per unit sold then today you'd be
looking at close to a dollar a gallon in taxes as opposed to the 30 to
40 cents everyone is so chatty about these days.
