Ah, "bipartisan".  Thank you.  Something a minority party wants, in
this case, election reform, is also wanted by enough opposition
members to get it passed.  McCain has been heavily criticized by the
GOP for being an advocate for election reform.  If the GOP had not
wanted this passed, it would not have been.  Unless you think they're
losing control of the ranks?

I see nothing here except Democrats sup****ting Election Reform and a
Republican whining about it.  Your characterization of the intent and
effect of the legislation is hardly an unbiased explanation of what it
is.
