Kuwaiti gasoline subsidy is *exactly* that kind of paternalism? It's
the Kuwaiti government saying to its citizens, "We don't think you're
smart enough to consume the 'right' mix of goods and services, so we're
going to hold the price of gasoline artificially low so you consume more
of it and less of other things."
