You dummy! You never even brought this group up for discussion in
alt.config. This rogue group is doomed to suffer poor propagation and
rmgroups as it already has. With all alt groups, especially binaries
groups, you have to place a proposal in alt.config. Instead, you just
sent your newgroup message and wrote a crummy charter with no specific
examples or numbers, just 'all the other groups have too much American
stuff in it.' You say French language programmes are on topic in a
group representing a bilingual country and you don't even bother to
convert your charter into French? You state that non-Canadian
programmes are off-topic, but you make no reference to
spam/advertising, crossposting, etc. You don't say what to do about
off-topic posting anyways. Are off-topic posts allowed and must be
marked in the subject as OT: or are they banned? You don't even
mention if the group is for binaries only! If your group enjoys any
kind of propagation whatsoever, it is going to be a spam hole and you
won't be able to do anything about it because you don't have a decent
charter to forward with the spam evidence to their ISP that shows that
what this person is posting is against the group's charter. Good luck!
