Jerry, your an Idiot!  You use words like "could" all through your BS.
Yes things "could" happen. That doesn't mean that they WILL happen, 
even DID happen, or are likely to have happened.  If the Refinery 
Welding was done properly, even 30 years later, it should NOT be 
Cracking, assuming that the Piping Sup****t was Engineer properly, 
in the first place.  This is all very well understood, and very mature 
Technology, were talking here, and you are NOT qualified by Education, 
or Experience, to make judgments on Welding Metallurgy, or the 
Mechanical Engineering of Piping Sup****t Structure Vibration Stress 
Levels, caused by Un-Calibrated Sonic Booms.
