THE CAUCASIAN CONFEDERATION - A ROADMAP

INTRODUCTION

This is a two-part essay discussing the increasingly popular idea of a
Caucasian Confederation: the surest way of securing the freedoms of all
Caucasians in a powerful independent union of nations. The first part
of this essay presents a roadmap, as it were, of practical steps or
"phases" towards a final, viable confederation. The second part of the
essay discusses the desired geopolitical alignment of the
confederation, the positive role of religion, securing lebensraum or
'living space' and the establishment of protectorates for
non-indigenous peoples currently residing in the Caucasus region.

Note: in no phase of the roadmap are we relying on any positive
developments towards confederation from the Kremlin-approved North
Caucasus governments. It would be irresponsible for us to do so. The
Russians will violently suppress any serious physical moves towards
full Caucasian independence, as they are doing in Chechnya and have
done so throughout their history. In this light, any positives coming
from the North Caucasus, such as a merging of the titular North
Caucasian republics, for example, should be taken as a plus and nothing
more. It is only those who are mercifully free from imperialist rule
- the citizens of Georgia-Abkhazia - who can build upon their freedom
under the protection of their own allied states and safely work toward
the freedom of others.


THE CONFEDERATES

The Caucasian Confederation (CC) would comprise an alliance of seven
sovereign nation-states: Abkhazia, Alania, Aluania*, Circassia,
Georgia, Ichkeria# and Lazebura; united together by a common currency,
defence and foreign policy and international border (or customs
frontier).

Because the Georgians and the Laz are essentially the same kindred
people, as are the Circassians vis-=E0-vis the Abkhazians, in the
future, Lazebura could merge with Georgia into a single political
entity, as could Abkhazia with Circassia. However, all countries would
need to first gain their freedom before the merits of such mergers
could be discussed.

The Alanian confederated state would itself provide a safe haven not
only for the true Alans, the Ossets, but also for the Turkic-speaking
pseudo-Alans: the Karachay-Balkars. The further establishment of the
Caucasian Protectorate of Great Alania in the ancient Alanic homeland
is discussed in part two of this essay.

Initially then, the seven CC member states would be more thoroughly
integrated than those of the European Union, but more devolved from a
central government than are say the nations which comprise the United
Kingdom. However, with the passage of time, it is both likely and
desirable that the CC would evolve from a confederation of sovereign
states to a more integrated federation of autonomous states or
provinces.  But all that, of course, would be for the mountain peoples
to decide for themselves, again, once they are free to do so.


THE ROADMAP

PHASE 1: the Georgia-Abkhazia Confederation.

As Georgia and Abkhazia are already sovereign states (albeit, with the
latter's independence not yet recognised internationally), it makes
perfect sense for both these countries to unite together to form what
would be the first incarnation of the CC. No third party could
(credibly) claim to be aggrieved and nor need any be consulted as a
just union between Georgia and Abkhazia would not infringe upon any
other country's sovereignty or requisite a change in international
borders.

As it is the Georgians who are the less willing of the two parties to
come together in a union of equals ("equals" being the operative word
here), it is of paramount im****tance for all other Caucasians and their
sympathisers to cultivate and champion the ideal of the CC, and
pan-Caucasianism in general, through all levels of Georgian society and
with fervent missionary zeal if need be. A permanent political union
between Georgia and Abkhazia of the nature just described is of the
most vital im****tance for all Caucasians. Simply put, a
Georgia-Abkhazia confederation, the foundation of a future Caucasian
super-state and a cause behind which all Caucasians could rally, is
doable today: provided both sides can be persuaded.

Thereafter, with the spectre of war between Abkhazia and Georgia
finally dispelled, the Apswe (Abkhaz and Abaza) would be the first of
the Dias****as to return en masse to their historic homeland.


PHASE 2: Citizen****p for all.

The next step would be for the Georgian-Abkhaz Confederation to grant
interim citizen****p to all other Caucasians through the issuing of
special pass****ts to whoever could prove a Caucasian ancestry. Besides
providing an official, internationally recognised legal proof of
identity, the CC interim citizen****p pass****t would enable its holder
to travel - though not yet settle - throughout Georgia-Abkhazia
without a visa. Interim citizens would also be allowed, if not actively
encouraged, to invest in the two-state confederation and serve in her
armed forces.

The do***entary dividend resulting from the interim citizen****p scheme
would be of most immediate benefit to the embattled Chechens. No longer
would Chechen refugees be stateless. They, and all Chechens for that
matter, would be granted full freedom of movement within what, for all
intents and purposes, could be considered their own country. The
Chechens' popular national leader****p would also of a necessity be
granted full sup****t and representation by the CC governments.


PHASE 3: Partial Repatriation.

Limited numbers of those Caucasians living as Dias****a outside the
Caucasus region, essentially Circassians, would be allowed to
tem****arily settle in their kindred Apswe's state, Abkhazia, on a
'first-come, first-served' basis. An immigration ceiling would ensure
that land and other resources do not become burdened beyond capacity so
as not to adversely impact upon the native Abkhazians' quality of life.
Once in the CC, the Circassians would be rehabilitated and groomed for
rule in preparation for eventual permanent repatriation to their
ancestral North Caucasus.


PHASE 4: Enlargement.

Full and permanent repatriation of all Caucasians could only come after
a substantial territorial enlargement. Such an enlargement would need
to completely encompass the historic homelands of all remaining
Caucasian nations. These homelands cover three different territories:

- Russian-administered Ciscaucasia - the entire North Caucasus
mountain region up to the Kuma-Manych depression. This is the territory
of the Circassians, the Wai****h (Chechens and Ingush), Ossets, and
north-ranging Aluans (Avars, Dargwa, Lak, Lezgins).

- South Lezginia - that part of the Caucasus mountain range that
forms the mountainous north of Azerbaijan and which is populated by the
south-ranging Aluans: the Lezgins.

- Lazebura - the Laz homeland, currently administered by Turkey.


This phase will no doubt require a great deal of testicular fortitude
on behalf of the Caucasians - thankfully, something they possess in no
short supply! At the end of the day, the Caucasus belongs to its
people. If it's present occupiers prove unwilling to give the land back
to it's rightful owners voluntarily, then the mountaineers will simply
have to take it back by whatever means necessary. Knowing how desperate
Moscow is to cling onto her imperial possessions, conflict is, alas,
inevitable. Such is the price of freedom.

outsiders as Dagestan. "Dagestan" is actually a foreign, Turkish term.

# Ichkeria is the local name for the country known to most outsiders as
Chechnia. "Chechnia" is actually a foreign, Russian term.
