As far as "hooligans" are concerned. These "young" men should be organized
and trained, perhaps in military arts, and given activities so that they
can
use their ENERGIES (!) for the good of Russia and to help defend Russia
from
its enemies.
The government should organize into volunteer corps and put to work to
benefit Russia society, security, health, and economy.
