No it doesn't. It means both communities must be able take part in the
government and all the organs of government equally without discrimination
or preferential treatment. There cannot be two national assemblies since
there are not two nationalities. There will be one government composed of
the majority which share the same political view elected by all Cypriots,
and one president elected by all Cypriots.

Bi-zonal can not mean any kind of geographic or physical separation
whatsoever. Each community will be allowed to administer its own religious
and educational affairs in the places it lives and that is it, and if
members of the other community live in the same places then they will
administer their own religious and educational affairs as well, therefore
there cannot be any borders. You can't have the Turkish Cypriots dictating
to the Greek Cypriots that they must all speak Turkish in order to have
and
education or to have the right to vote or to have Children which is what
the
Annan Plan would have had.
A Bi-zonal Bi-Communal Federation is effectively the same as a Unitary
State
with protection of minority rights. The Annan Plan on the other hand was a
plan for complete partition.
It's time for the term Bi-zonal Bi-Communal Federation to be dropped and
replaced with a Unitary State which protects the rights of Minorities.
