The colour of one's skin can be a problem if they are "white" but it is
NOT
the only factor taken into consideration just as a "recognizable minority"
can be based on skin colour by itself OR other factors as in, for example,
gender or disability.
The great Martin Luther King Jr. stated, "I have a dream that my four
little
children will one day live in a nation where they will not be judged by
the
color of their skin but by the content of their character."
Apparently the good doctor's dream has since been distorted and as a
result
the colour of one's skin, though not the only one, is considered a factor
in
determining who receives protection from discrimination.
I still don't understand where you are confused. Just read the
legislation.
Allow me to add, I had nothing to do with the legislation in its present
form nor the terminology therein. If you're confused or unhappy with the
legislation you should take remedial action.
