Jeffersonville man charged with sexually abusing adopted daughters

A Jeffersonville man has been accused of repeatedly molesting his three 
adopted daughters from 1996 to 2007.


Charles Sparks, 60, was charged yesterday in Clark County Circuit Court 
with 32 counts of child molestation, 15 counts of sexual misconduct with 
a minor and 11 counts of child seduction.

If convicted of all the charges, he would face a sentence of "hundreds 
of years" in prison, said Jeffersonville Police Detective Charles
Thompson.

The sisters, who are now 17, 20 and 22 years old, had been placed in 
Sparks' home by state Child Protective Services because they had been 
sexually abused by their biological father as young girls, Thompson said.

One of the girls had complained about Sparks to Clarksville police and 
Child Protective Services in 2001 when she was 13, Thompson said, and he 
was temporarily removed from the home but was allowed to return about 
two months later.

Thompson said the latest investigation began in February, after the 
youngest girl alleged that she was raped and sexually abused. He said 
the girl passed a series of polygraph tests, and the investigation 
turned up the earlier complaint.

At an initial hearing yesterday, Clark Circuit Judge Daniel Donahue 
entered a preliminary plea of not guilty for Sparks and set bail at 
$100,000 cash. Donahue also set a Sept. 23 trial date.

Jef Fifer, Sparks' lawyer, declined to comment after yesterday's 
hearing, saying he had just received the case.

Jerry Jacobi, a former Clark Superior Court judge who handled the 2001 
case against Sparks, reviewed the file yesterday after being asked about 
it. In August 2001, Jacobi said, he ordered Sparks to stay away from the 
home and his adopted daughters based on a complaint from one of the girls.

Jacobi said Sparks failed a polygraph test and admitted to touching the 
girl's genital area. But Jacobi said he lifted the order banning Sparks 
from the home and dismissed the case after a hearing at which he 
interviewed the girl in the presence of a lawyer for Child Protectiive 
Services and for the adoptive mother. He said he doesn't remember the 
interview but would have dismissed the case only if the girl had recanted.

"The interview is a critical part of the decision," Jacobi said.

He also said there is no record in the file of any objection to that 
decision by Child Protective Services.

But a report submitted by the agency to police this month as part of the 
current investigation said its Clark County office was "disgusted and in 
dismay" that the 2001 case was dismissed. "Our belief was that one or 
all of these children would suffer from repeated molestation by Mr. 
Sparks," the report said.

The local office referred questions yesterday to the agency's 
Indianapolis office, which didn't return a call seeking comment.

Sparks worked as a bus driver for Greater Clark County Schools from 1988 
to 2005 and more recently as a second-shift custodian at Parkview Middle 
School, Superintendent Tony Bennett said.

Sparks was suspended without pay on April 17 when police notified the 
school system of its investigation, Bennett said yesterday.

"We had no previous knowledge" of allegations against Sparks, Bennett
said.

He and Thompson said none of the allegations involve children other than 
Sparks' adopted daughters.

Imagine that, 6.4 children die at the hands of the very agencies that 
are supposed to protect them and only 1.5 at the hands of parents per 
100,000 children. CPS perpetrates more abuse, neglect, and sexual abuse 
and kills more children then parents in the United States. If the 
citizens of this country hold CPS to the same standards that they hold 
parents too. No judge should ever put another child in the hands of ANY 
government agency because CPS nationwide is guilty of more harm and 
death than any human being combined. CPS nationwide is guilty of more 
human rights violations and deaths of children then the homes from which 
they were removed. When are the judges going to wake up and see that 
they are sending children to their death and a life of abuse when 
children are removed from safe homes based on the mere opinion of a 
bunch of social workers.

A recent study has found that 12-18 months after leaving foster care:

30% of the nation’s homeless are former foster children.
27% of the males and 10% of the females had been incarcerated
33% were receiving public assistance
37% had not finished high school
2% receive a college degree
50% were unemployed

Children in foster care are three to six times more likely than children 
not in care to have emotional, behavioral and developmental problems, 
including conduct disorders, depression, difficulties in school and 
impaired social relationships. Some experts estimate that about 30% of 
the children in care have marked or severe emotional problems. Various 
studies have indicated that children and young people in foster care 
tend to have limited education and job skills, perform poorly in school

of the Department of Health and Human Services, is a former child 
psychologist who says the foster care system is a giant mess and should 
just be blown up.
