Ex-Counselor Convicted Of Sex Charge At Center Of Another Claim

JACKSONVILLE, Fla. -- A former counselor with the Florida Department of
Children and Families already serving time in prison for molesting a
young boy is at the center of a lawsuit by one of his alleged victims.
Louis Templeman was sentenced to 10 years in prison after pleading
guilty to molesting one child. A criminal charge that he molested a
second victim -- a 5-year-old girl -- was dropped, so her mother filed a
civil lawsuit.
In May 2007, a Duval County court ruled that Templeman violated the
girl's civil rights when he sexually abused her and the state was later
ordered to pay $638,426. Months later, the mother -- who is not being
named to shield the identity of the victim -- says the state refuses to
pay.
Not only was attorney Brian Cabrey's request for payment turned down,
but the state filed a petition in Leon County court saying it should not
have to pay.
"It's unconscionable, it's egregious -- without explanation as we're
concerned -- and the people of Florida need to know about it," Cabrey
said.
Cabrey said Templeton took the girl away from the mother during an
investigation and sexually assaulted her on the way to an emergency
shelter.
Templeton was arrested after the incident, but that charge was dropped
when he pleaded guilty to assaulting the other boy -- the case that sent
him to prison.
"I just feel that I have been betrayed over the past eight years by the
state of Florida," the mother said.
DCF would not discuss the case, but another state agency said, "We are
faced with statutory direction that prohibits us from covering any
willful behavior of Louis Templeman."
In the state's petition to the court, the agency said the lawsuit was
solely against Louis Templeman, not the DCF. It also said the incident
occurred in July 2000 but wasn't reported until one year later. The
state had terminated him by that time.
"He abused that authority, he abused his access and he injured and
sexually molested this child. Is it the child's fault?" Cabrey asked.
Late Thursday, the state released a statement saying, "We think it is
important that the Department of Financial Services seek out and receive
guidance from the court on this issue so they can determine if the state
can provide for this young lady and her mother."

Imagine that, 6.4 children die at the hands of the very agencies that
are supposed to protect them and only 1.5 at the hands of parents per
100,000 children. CPS perpetrates more abuse, neglect, and sexual abuse
and kills more children then parents in the United States. If the
citizens of this country hold CPS to the same standards that they hold
parents too. No judge should ever put another child in the hands of ANY
government agency because CPS nationwide is guilty of more harm and
death than any human being combined. CPS nationwide is guilty of more
human rights violations and deaths of children then the homes from which
they were removed. When are the judges going to wake up and see that
they are sending children to their death and a life of abuse when
children are removed from safe homes based on the mere opinion of a
bunch of social workers.

A recent study has found that 12-18 months after leaving foster care:
30% of the nation’s homeless are former foster children.
27% of the males and 10% of the females had been incarcerated
33% were receiving public assistance
37% had not finished high school
2% receive a college degree
50% were unemployed
Children in foster care are three to six times more likely than children
not in care to have emotional, behavioral and developmental problems,
including conduct disorders, depression, difficulties in school and
impaired social relationships. Some experts estimate that about 30% of
the children in care have marked or severe emotional problems. Various
studies have indicated that children and young people in foster care
tend to have limited education and job skills, perform poorly in school
compared to children who are not in foster care, lag behind in their
education by at least one year, and have lower educational attainment
than the general population.

80 percent of prison inmates have been through the foster care system.
The highest ranking federal official in charge of foster care, Wade Horn
of the Department of Health and Human Services, is a former child
psychologist who says the foster care system is a giant mess and should
just be blown up.
