An Arizona Department of Economic Security employee who works with kids
has been arrested on child molestation charges.
David Charles Wigton faces four felony counts, including sexual conduct
with a minor and child molestation.
One of the victims is his 4-year-old female relative.
Court documents released Thursday show the girl was touched
inappropriately and told to engage in sexual acts with him.
When a family member questioned him about the accusations, Wigton said
he was just checking to see if the young girl had gone to the bathroom,
according to the documents.
There are also two other teenage male victims, according to Phoenix
police. However, Wigton only faces charges for "furnishing" them with
obscene materials.
Through a statement issued by DES, ABC15 learned Wigton is a supervisor
with the Department's "Family Connections program overseeing employees
who help at-risk families access needed services."
ABC15 has also learned he has worked in child welfare positions across
the state for more than two decades.
The Arizona Department of Economic Security oversees Child Protective

PHOENIX – (May 1, 2008) David C. Wigton, an employee of the Department
of Economic Security, was arrested on Wednesday afternoon on allegations
of sexual conduct with a minor, child molestation, distributing harmful
materials to children and obstructing an investigation.
None of the victims in the criminal case are linked to Wigton’s
employment with DES, but the Department continues to cooperate with
Phoenix police in their investigation.
Wigton – who has been on administrative leave since the Department
learned of the allegations a month ago – has served the past two years
as a supervisor in the Department’s Family Connections program
overseeing employees who help at-risk families access needed services.
The position has limited contact with children and families. Prior to
that, he served more than 20 years in various child welfare positions.
“To hear those allegations about any individual is shocking,” DES
spokeswoman Liz Barker Alvarez said. “But, when it is an employee in
human services, it is especially disturbing.”
As part of his employment at DES, Wigton had the necessary fingerprint
clearance needed to work with children and families. There was never any
allegation that Wigton had acted inappropriately while working with
children.
The victim in the criminal case is not a DES client, but Barker Alvarez
said the Department, upon learning of the allegations earlier this
month, immediately placed Wigton on administrative leave. He has not
been working nor had contact with DES client families since then.

Imagine that, 6.4 children die at the hands of the very agencies that
are supposed to protect them and only 1.5 at the hands of parents per
100,000 children. CPS perpetrates more abuse, neglect, and sexual abuse
and kills more children then parents in the United States. If the
citizens of this country hold CPS to the same standards that they hold
parents too. No judge should ever put another child in the hands of ANY
government agency because CPS nationwide is guilty of more harm and
death than any human being combined. CPS nationwide is guilty of more
human rights violations and deaths of children then the homes from which
they were removed. When are the judges going to wake up and see that
they are sending children to their death and a life of abuse when
children are removed from safe homes based on the mere opinion of a
bunch of social workers.

A recent study has found that 12-18 months after leaving foster care:
30% of the nation’s homeless are former foster children.
27% of the males and 10% of the females had been incarcerated
33% were receiving public assistance
37% had not finished high school
2% receive a college degree
50% were unemployed
Children in foster care are three to six times more likely than children
not in care to have emotional, behavioral and developmental problems,
including conduct disorders, depression, difficulties in school and
impaired social relationships. Some experts estimate that about 30% of
the children in care have marked or severe emotional problems. Various
studies have indicated that children and young people in foster care
tend to have limited education and job skills, perform poorly in school
compared to children who are not in foster care, lag behind in their
education by at least one year, and have lower educational attainment
than the general population.
