It is interesting how people vary. Perhaps he was insensitive and/or
perhaps she was oversensitive.
Japan is famous for public bath houses and mixed bathing in hot
springs. It is completely legal and accepted to bathe **** at such
places.
However when I visited, I noticed most people used a small towel as
follows:

So it would appear that even although most Japanese enjoy ****
bathing, they usually observe a certain etiquette while they enjoy it.
That maybe what makes (keeps?) **** bathing so accepted in Japan.
