Not only aren't we "static" we can move mostly anywhere we want, when we
want.
Our ONLY deficit is our unwillingness to slaughter civilians in the way in
which
they do. I can live with that. We had the same problem in Manila in
1945. We
worked through it.

I'm saying that if so MANY people of responsibility appear to have thought
the
same thing, it can't be dismissed out of hand. My problem with Clinton
isn't
his beliefs regarding the capabilities of Saddam, it's his general inertia
when
it came to taking necessary action.
