Not really. What we're doing is effective, and becoming more effective.

way to defeat terrorists is to terrorize THEM. And clearly we're doing

I'm not sure that's any more true than there being anti-sodomy laws any

Adultery's a crime under the UCMJ, but there's a good reason for that.
You
don't want to encourage possibly explosive domestic situations where the
majority of the participants are not only armed, but armed with heavy
weapons.
