This is a game the right-wing-nuts are playing. First, they get everyone
riled up by floating the insane rumour that the victim was at fault. Then,
they trot Cheney out into the public eye to play the part of the virtuous
hero, who protects his friend by generously accepting the blame for what
happened. The aim is to have the inarguably gullible American public view
Cheney as the good guy, rather than an old fool who is no longer competent
to own a gun, let along run a country.
