THIS SORT of crime is more common than the public knows. In fact,
rape and attempted rape happen often in black elementary schools as
well. The crimes are simply not re****ted for some of the same reasons
they go unre****ted outside of school settings: Black-on-black rape is
generally considered the "norm"; school officials, under pressure to
improve their underperforming schools, cannot afford to re****t such
"ordinary" everyday crimes; many rape victims are intimidated into not
"snitching," and face physical harm and embarrassment if they do.
Bottom line: It's a CULTURALLY ingrained phenomenon.
