Again in theory that may be what it should be in an ideal world...
But the US is in the dire straits that it is because it has a  200
year tradition of electing only White males to the leader****p roles
while still claiming that they are the best and the brightest....

In what world can we claim that George Bush was the best and the
brightest?   It was about money, influence and that he conformed to
the agenda of a select group of people.

Why is it that we have NEVER seen a Minority or Female President?

I think that Obama is the right candidate at the right time and his
being Black will have a lot to do with the rehabilitation of the
American image in the world.  John McCain will be viewed as just the
same old "thing" repackaged in a different body.
