The Army and the Government agreed:
Extreme-right is
no more a threat in Turkey!
The National Security Council (MGK) gathered after a two-month break on
October 24, 2005, and agreed on the new National Security Politics
Document
(MGSB) that is popularly known as "the secret constitution" of the Turkish
Republic.
This document including repressive and bellicose measures had been opposed
by the government at the Council's preceding meeting, but this time the
government too agreed on all these measures.
The MGK composed of Prime Minister Tayyip Erdogan and some ministers,
Chief
of Staff General Özkök and the commanders of the land, air, naval and
gendarmerie forces, met under the chair of the President of the Republic
Ahmet Necdet Sezer.
The daily Cumhuriyet of October 25, 2005, re****ted the information under
the
title "The will of the Turkish Armed Forces was agreed The government
stepped back."
One of the shocking results of this meeting has been the fact that the
threat of the "extreme right" was, for the first time, removed from the
National Security Political Document. According to Cumhuriyet, the mafia
and crime organizations set up on the pretext of defending national
interests were also excluded from the list of the priority menaces
When it was first accepted in 1997, the MGSB identified extreme right and
nationalistic factions in Turkey as a threat to national security and
well-being of the people.
The Extreme Right is characterized in Turkey by the following convictions
and aims: the superiority of Turkish race, the reunification of all
Turkish-speaking communities in the World (mainly Central Asia, Caucasus
as
well as the Western countries employing Turkish migrant workers) under the
leader****p of the Republic of Turkey, the consideration of all neighboring
countries as well as many European countries as the enemies of the Turkish
nation and the discrimination of all ethnic and non-Moslem communities in
the country.
In the renewed version of the MGSB, it is only the extreme left,
reactionary
and separatist groups that remain identified as a threat to Turkish
national
security. New space has been given in the MGSB to "terror groups using
religious motifs," a clear reference to groups like Al Qaeda.
The document also notes that missionary groups distributed many Bibles and
Torahs in the Eastern Anatolian region during the reconstruction process
of
the region and asks that measures must be taken immediately against them.
The new document including Turkey's domestic and foreign security
strategies
notes that terrorism has reached the top of the list of threats in the
region. It claims that the Workers' Party of Kurdistan (PKK) is in search
of
a political ground in the country and that some groups sup****t this
organization.
The MGSB also emphasized that Turkish Armed Forces are fully authorized to
carry out necessary operations in the fight against all these domestic
threats.
On the relations with Greece, the new document confirming the Turkish
State's bellicose policy declared that it will be considered as Casus
Belli
if Greece attempts to extend its territorial waters up to 12 miles in
Aegean
Sea. The military, according to the daily Hürriyet, justified this
bellicose
policy by reminding that Greece had adopted resolutions hostile to Turkey
such as the recognition of the Armenian Genocide (1994), the Pontus
Genocide
(1996) and the Minor Asia Genocide (1998).
As for the relations with the European Union, the MGK emphasized the
im****tance of "considering national benefits" in the negotiations of
member****p.
According to the MGK's final communiqué, "measures to be taken for the
efficient use of our water resources in irrigation of our agricultural
fields, meeting the demand of water of the cities and industrial plants
and
for the use of the whole technical and economic potential in the
production
of hydroelectricity until 2023 as well as the necessity of immediate
completion of the dams over the waters beyond the borders were
emphasized."
This declaration constitues a preliminary answer to the UE that demands a
just utilisation of Turkey's natural water resources for the good of all
