As Peteris would say, you are confusing ethnicity with nationality.
The fact remains that in 1989 or so, the Supreme Soviet of Abkhazia,
elected by both ethnic Georgians and ethnic Abkhazians, voted for
independence from Georgia and, by Soviet law, became officially
independent.

It is the same as Transdniestria. Even though ethnic Moldovans make up
some 30% of the population, 98% of all Transdniestrians, including
ethnic Moldovans, want to be independent from Moldova.
