Russians have more rights in Latvia than they do in Russia, actually.
We have a free press, free elections, etc. -- unlike Russia. In fact,
the only ethnic Russian in the European Parliament was elected from
Latvia. If a Russian feels that his or her rights are violated --
there are courts, including the ECHR in Strasbourg.
