What sovereign state? Didn't you read the text above? Georgia became
subjects to the Russian Emperors in 1783 when the governemnts of both
countires signed the Georgievsk Accord, on their free will.

Are you denying the government its right to imprison its enemies for a
day or two to convince them to honour their government? OK, when
Saakshavili did it in 2007, that drew some criticism, but by the
18th-19th centuries standards, any other ruler would have beheaded
them for treason, instead of arresting them and releasing a few days
later. Here in USA, if you refuse to recognise the government and the
IRS, you would be imprisoned for 10 years or so.
