OK, first, I did read the title - which has a word there which has 
almost mathematically rigorous meaning: "totalitarian". Lie number one.
Secondly, I think you owe me a drink - I surrendered and did read the 
article: that said, no good news coming, - as I expected: crap.
Just as an example one single paragraph from the crap:

"It has not helped to resurrect a health service which is on its knees
  (and is ranked by the World Health Organisation as 130th out of the 190
  countries of the UN), or to rebuild an education system which is so
  under-funded that the poor have to pay to get their children into
  a half-decent school or college."

All the above is a lie. Except probably "ranking" by WHO. The Putin 
years changed RADICALLY situation in health care and education. Remember 
that every newborn in today's Russia is assigned a hefty college fund?
Internet access of public schools just accomplished. Competition levels 
to college entries are back to 80-ties marks.
Computerisation of the all healthcare institutions is now in works - 
mind you - that work isn't even started here in the States. Life 
expectancy is growing. Child death rate is down, etc.ect.etc.

And this paragraph of lies in this article is just a tip of the iceberg.

As a matter of fact they were not, them the numbers were disastrous, as 
comes as no surprise - his regime run social and military programs on 
loans from private banks, bringing state debt and budget deficit to 
catastrophic amounts. Indeed as I read by 1940 German state was facing 
default situation on debt payments. One may wonder if WWII was started 
as an escape route. Some argue it was.

You definitely have a problem with W Bush, but be merciful - he is 
heading to his ranch in Texas next January and forever.
As to Russia - I can again only repeat myself or rather what is a corner 
strategy idea- release the pressure in accordance with middle class 
numbers as a percentage of electorate. Which is supposed to become the 
defining force by ~ 2025. So that no Zhirinovski, Zuganov or a Western 
oil companies' stooge had chances to get to the top.
If you disagree with that strategy - suggest a sound alternative.
