They are getting exactly what they want. They are getting a genocide
like Darfur or Congo, without
having to actually do it. The storm has destroyed any possibility of
rebellion among the peasant farmers in the South, and has provided an
opportunity for the Myanmar government to take over the entire ag
sector. The more of these southern peasants die, the better it is for
the Myanmar government.
Next growing season the government can come in, claim the other
nations left them for dead, and proceed to nationalize everything.
They finally have killed the last shred of any possible rebellion
among "Burmese" who would like to reinstate the democracy that was
governed in Rangoon for so many years. That economy was based on
agriculture in the south. The people in the South had some power.
Now power is all centralized in the military government. And thanks
to the storm, finally the military government has an opportunity to
nationalize all the agriculture, and even take credit for saving the
people while they do it.
See, the peasants in the affected area don't get CNN... They don't
*know* that anyone tried to help them. All they will ever know is
that they were left on their own, and that only the Myanmar government
did anything for them at all.
