How to get aid to Burma

If the military and rulers are refusing to allow in aid and people are
dying as a result, surely the United Nations or some other body should
make it clear that they wil be held accountable - personally and
individually - none of this collective responsibilty crap. Any
official whose action or lack thereof leads to people dying will be
tried as a war criminal.

Mightn't that not have the desire effect?
