China currently uses free and fair elections to choose village chiefs.
(Sadly 
the real power in the village remains in the appointed CCP
representative.)

The first im****tant step would be to give the real power to the elected 
village chiefs.

This year elections could expand that to town****ps and counties. Next Year
it 
could be expanded to middle range cities, plus Hong Kong and Beijing.

And it could be expanded to larger and larger jurisdictions year by year, 
until full elections of the real government in, say, 2012.

Why not?
