The point about war****ps from a 'blue water' navy is that they can operate

as coastal secure stable helicopter platforms and small warehouses.

It's like having a big truck that can go anywhere,  doesn't need
refuelling 
or servicing because the ****p takes care of that,  and doesn't need roads
or 
a supply network to feed it goods because the goods (the relief supplies) 
come in on other helicopters.
