The vessel in question was conducting JOINT TRAINING EXERCISES with
India.  In other words, it probably has it's usual full complement of
food, medical supplies, fuel, etc.

How many dead people in an 'insignificant'?

A modern major war****p could probably provide aid to thousands of
people.  Sure, they might only be able to feed such a number for a
handful of days, but that provides time to bring in yet more supplies
and the ****p can run off to someplace nearby, replenish, and do it all
over again.

There's nothing special about 'relief supplies', PingPongPoo.  It's
just food, medicine, water, etc.

Stuff ****ps routinely carry.
