The US sent out a trial balloon using Laura Bush as the mouthpiece. It
went over to the US public like a lead balloon.  No one in the
administration  went there again - publicly insist on aggressive aid
efforts and disregard Yanamar refusal.  The mainstream media which was
strident at first soon fell in line.
