These local leaders have limited power....only power to run
the communities efficiently and effectively. Certainly, they
don't have power to override national policies.
This is true to County leaders in Hawaii....they definitely
do NOT have power to override US Federal laws or
policies.
Local Deputies (people's representatives to the National
Congress in Beijing) are elected from among the local
leaders who have shown proven abilities. for example,
Hong Kong has only 36 elected local deputies, while
large provinces have hundreds.
These local Deputies serve similar functions as the
State Representatives from different states in the
US Congress.
Like the US representatives in Congress, they have
to toe the party lines...they cannot vote against party
policies.

There is a key difference between China and the USA..
In China the top leaders are elected by the Congress
from among the leaders who have demonstrated proven
leader****p abilities.
In the USA, the President is appointed by the ballot
box. Any idiot, as long as he is popular and rich, could be
elected as the US president . Bush is a classic example
of an elected fool.
China will NEVER follow the path of the USA.
