Assignment Description: The project will pilot social marketing
approaches to rural sanitation. In social marketing, funds are not
used to provide direct subsidies for hardware but are invested in
building the foundations for demand-driven self-financing market
systems. The social marketing approach will further increase demand
and investment in sanitation, building on the fact that most latrines
in Cambodia are purchased at full cost already, and linking to demand
created through CLTS projects. The project objective is to stimulate
demand for sanitary latrines among the rural population, and to
strengthen the capacity of private (rural) enterprises to respond to
such demand. This will contribute to the achievement of the Cambodian
MDG for rural sanitation. Achievement of this objective will be
indicated by an increase in latrine sales and installations, with a
minimum of 3,700 households gaining access to safe sanitation over the
life of the project.

Scope of Work

The consultant will design and implement a Social Marketing of Rural
Sanitation Pilot Project. The pilot project will be implemented in
Svay Rieng Province in two phases spread over 30 months. The core of
the project will exist of three components, as elaborated below.

Development of marketable latrine designs, aiming to identify
appropriate, affordable and appealing latrine designs that can be sold
profitably at prices affordable to rural consumers. Also part of this
component is the parallel development of financing options for poor
households, potentially including micro-credit approaches and smart
subsidies (Phase 1).

Strengthening of the existing supply chain, enabling im****ters,
manufacturers, distributors, retailers and masons to produce and
supply affordable latrines to rural households (Phase 2).

Development (Phase 1) and delivery (Phase 2) of a promotional campaign
to raise awareness of latrine benefits, encourage hygienic practices,
and increase the desirability of latrine owner****p.

Phase I activities (design and development) will take place in the
first nine months of the project. Phase II activities (Implementation)
will take up the remaining 21 months.

The initial contract will cover phase I only. Additional funding for
phase II is expected to be raised and added to the contract in the
course of the 2009 Fiscal Year.

Funding Source: The World Bank intends to finance the assignment/
services described below under trust funds from the WSP-EAST ASIA/
PACIFIC: NETHERLANDS CHILD TRUST FUND, WSP-DANIDA GLOBAL CORE TRUST
FUND.

Eligibility: No eligibility restrictions apply.

Individual/Firm Profile: The consultant will be a firm or consortium.

The pilot project requires a company with a minimum of 10 years
experience in Cambodia, with a strong background in social marketing,
understanding of rural markets and value chains as well as experience
in and understanding of the rural sanitation sub-sector. The company
will form a team of international and national experts with proven
expertise in working with government, business, sanitation service
providers and rural communities to develop social marketing approaches
to rural sanitation.

The project team will need to demonstrate: (i) Relevant experience in
Cambodia, (ii) skill and experience in working with local governments,
rural communities and (sanitation) contractors, (iii) ability to
develop appropriate and successful latrine designs, marketing,
promotional and training materials, (iv) experience in data
collection, analysis and presentation, and (v) appropriate educational
background. The team leader will need to have proven ability to manage
a multi-disciplinary team.

Criteria:

1. Interested consultants should provide information showing that they
are qualified in the field of assignment.

2. Interested consultants should provide information on their presence
and work history in Cambodia.

3. Interested consultants should provide information on their core
business and years in business.

4. Interested consultants should provide information on the
qualifications of key staff.

Submission Requirements: The World Bank now invites eligible
consultants to indicate their interest in providing the services.
Interested consultants must provide information indicating that they
are qualified to perform the services (brochures, description of
similar assignments, experience in similar conditions, availability of
appropriate skills among staff, etc.). Consultants may associate to
enhance their qualifications.

Interested consultants are hereby invited to submit expressions of
interest.

set out in the current edition of the World Banks Guidelines:
Selection and Employment of Consultants by World Bank Borrowers.

Following this invitation for Expression of Interest, a shortlist of
qualified firms will be formally invited to submit proposals.
Shortlisting and selection will be subject to the availability of
funding.
