Mr. Kem Sokha of NRP was sympathetic to Prince Ranariddh's suggestion
for political alliance. But he demanded that the Prince should be in
Cambodia in order to work out a framework for collaboration. That may
be an impossible deal because most of CPP would not likely to agree
for the Prince's return unless he will serve his 18 month sentence or
get some kind of probational status for residency requirement. It
would be almost improbable that SRP will carry more seats than CPP in
the new National Assembly. The momentum, if there exists one for SRP,
would be in the range of 30 seats.
So, it's more realistic for those 4 would be partners to work out an
agreement for some kind of understanding. Then, if they win the
election, they can reassert themselves to repatriate the Prince.
The working Khmer Constitution is different from the written one. It
depends on the interpretation and whom one talks to or what party
people have their affiliation.
This kind of deal would be a delicate one for Funcinpec because it has
to walk the fine line. The folks of Funcinpec must remind themselves
that CPP would only need 63 seats in order to form a new government on
its own.
