Folks,
I wrote this article some 4 years ago but the concept was drilled into
me since 2003 when I was in camdisc, another Khmer forum for
discussion. Notice the 2 concepts that were formulated at the time:
1. high economic growth
2. the alliance of democrats
The double digit economic growth continues. The alliance of democrats
disappeared. Funcinpec remains a collaborator with the coalition
government. Prince Ranariddh, one of the architects of the
collaboration, had lived outside the country and even started his own
party. SRP has become the main opposition voice in Cambodia.
I believe that everybody has his or her share in the participation for
this economic growth in Cambodia. This includes all the international
agencies from UN, WB, ADB, IMF, etc.
Yes, we can do. We don't even need to work hard like folks in
Singa****e, South Korea or Japan. The new tools of development in the
21st century is integrity, knowledge and IT.

Subject: The inflection point
An inflection point is a mathematical concept that defines a set of
continuously rising curve that levels off before it starts to move up
again. In
economics, this is the time when a real accelerated development begins
to
gather momentum for take-off.
For the next 4 years, we should be working to prepare for the
inflection point
in Cambodia. As such, neither party, CPP or AD, can claim it is a sole
driver
for future prosperity in the country. The election of 2008 will become
more
legitimate and fairer from several perspectives. So, when someone
looses in
2008, nobody's going to cry for anybody. People will learn to accept
the
outcome and scrutinize their motives. Through argumentation and
sensible
debate, the direction of leader****p will become clearer in effect.
What does that mean in terms of real human terms?
It simply means hard work and op****tunity for everybody in Cambodia
for the
next 4 years. If people wait for March 2008 to campaign for the
election, they
will surely loose. On the other hand, if they start their campaign
now, it's
illegal or at least unethical. That's what CPP had done for the last 5
years.
Therefore, the exercise resides in the practice of self-discipline,
developing
skills and moving the ball of development toward the goal of the
inflection
point in somewhere around 2008.
There exists a logistic of pre-requisites and levels of development.
Clear
vision and foresight help to accentuate the discipline and the
exercise.
Creating a representation of an inflection point doesn't take a mind
of a
rocket scientist. But translating it into human terms of socio-
economic
development would take several thousands of dedicated engineers and
scientists
from diverse disciplines, ideologists of different flavors,
professional
workers of all cl***** and businessmen of all types in order to make a
success
of the goal driven initiative.
We have to have the wills. But if we look back into our analysis and
attempt to
define the inflection point, we can fine excitement, enthusiasm and
euphoria of
a job well done. When people see op****tunities, they'll lose the
consciousness
of power struggle, class struggle, and all kind of struggles that are
end
results of the lack of a community driven objective.

This is a very good written, well thought out article, assuming that
the
curve will have an upward direction after the inflection point .
Everything
being equal, this optimistic point of view is a well planned strategy
that
can be a key to the success in the next political election.
Not every curve rises after an inflection point, however. Its path
may
change direction after the inflection. Therefore, a political party
needs to
periodically survey public opinion polls, analyze its performance -
and, if
needed, alter its political policies to induce another inflection
point - to
insure that its political curve stays on a positive upward direction
that
will reach a relative maximum point of voters' approval rate prior to
or
during the election campaign.

This is a window of op****tunity that every Khmer person should be
working on,
getting prepared for the next inflection point. Such an human activity
of
readiness will keep the mind focused, purposeful and healthy at the
same time.
When the curve does not move up after its rate of acceleration become
zero, it
is called maxima. This is true in mathematics as much as in economics.
The term
in the economic function curve is maturity. Most physical and
biological
realities follow this function.
You remember the Intel chip 286, 386, 486 and the current pentium
generation.
Each level of innovation follows its own design architecture,
inflection point,
economic activity. Each has its own inflection point and level of
maturity.
These days, you don't see a 286 pc anymore.
The main point I'm driving here is that each one of us as a human
being is
capable of creativity and innovation. If we work together as a culture
such as
Intel Cor****ation for example, we can share the economic and
intellectual
aspects of the human capacities for growth in all kinds of
perspectives.
