Venezuela for a New Geometry of Power

Caracas, Nov 30 (Prensa Latina) The Venezuelan constitutional reform
project to be voted on December 2 aims to boost the national territory
by recovering forgotten or excluded zones.

Since he presented the project to the National Assembly in August,
Venezuelan President Hugo Chavez has repeatedly pointed out that the
wanted reform is an equation of power, where geography plays a key role.

If the constitutional reform is approved, national leaders will be able
to run the resources that should have always been under State control,
Chavez said during a press conference at the Miraflores Palace on
November 13.

He also stated that the initiative aims to revert the dismantling of
powers,  because imperialist strategy intends to diminish governmental
faculties to weaken the country, economy, and control of resources. 

The current territorial division hinders the articulation of
development plans, the President noted, and exemplified with a coffee
project subordinated to several authorities due to poor administrative
structuring.

To avoid situations like that, he included 33 articles, which the
people and Parliament later extended to 69, and a revision of sections
11 and 16, dealing with a territorial division based on a new geometry
of power.
