Bolivian President Demands Investigation of Sucre Violence

La Paz, Dec 13 (Prensa Latina) Bolivian President Evo Morales demanded
Thursday the immediate investigation of the deaths which occurred
during the clashes in the city of Sucre on November 24.

Morales urged the Institute of Forensic Investigations and the Public
Ministry to reveal details of the three murders during the violent
actions in Sucre, to sabotage the work of the Constituent Assembly.

"I call on prosecutors and forensic doctors to tell the truth. We are
quite interested in finding out who the killers were," said Morales.

He also denied the fact that the Bolivian government ordered to shoot
their weapons against the population.

Almost three weeks ago, a group incited by the opposition against the
new Bolivian Constitution tried to take the local military school,
where the im****tant forum was in session.

The violence claimed the lives of three civilians and a police officer,
whose lynched body was found Thursday.

Preliminary re****ts said the homicide bullets were different from the
ones used by the Bolivian Army and Police, though the re****t given by
the forensic doctors is still hiding.

Morales reiterated that the Bolivian government and ministries will
never issue an order to attempt against people's lives.

Bolivian Farmers Reject Separatist Statute

La Paz, Dec 13 (Prensa Latina) The farmers of the Bolivian department
of Santa Cruz rejected the autonomic statute the local opposition wants
to impose starting Saturday.

The Federacion Sindical Unica de Trabajadores Campesinos de Santa Cruz
confirmed it rejected the statute elaborated by the Santa Cruz
Pro-Committee.

Farmer leader Jacinto Herrera highlighted the absence of legitimate
representatives of the farmers' movement since the indigenous people
taking part were expelled from the trade unions because they were
considered traitors.

Herrera said that the indigenous people would start a state of
emergency if the Santa Cruz Pro-Committee imposes the statute.

He also revealed the elaboration of a text for a regional indigenous
autonomy, based on the regulations stipulated in the Magna Carta
approved in Oruro last Saturday.

"If the regional indigenous autonomies are not recognized, we will take
other measures," Herrera said.

He stated that the indigenous regions of Valle and Norte, the
Cordillera sector and the region of Chiquitania, will approve the
regional indigenous autonomy regulations.

Most Bolivian Deputies Sup****t Referendum

La Paz, Dec 13 (Prensa Latina) The Bolivian Congress' Lower Chamber
expects Thursday to approve in detail the bill for a referendum on
possible revocation of the president and nine prefects.

Parliamentary sources told Prensa Latina of the advance in analyzing
the do***ent, whose general structure was approved Wednesday by the
Constitution Commission of the Deputy Chamber.

Once this proposal is approved, it will be sent to the Senate for
revision and later sanction, although opposition forces already
announced they will try to block it.

Legislators debated yesterday for three hours before approving
President Evo Morales' proposal, to modify the first article, referred
to the object of the popular consultation.

The text establishes general willingness, legal framework, date, field
and modalities of the event, as well as determines percentages and
number of votes needed to the term of the president and that of
prefects.

The do***ent has three chapters and 11 articles, and is the first of
three bills to apply the revocation referendum.

That referendum will be carried out 90 days after the law comes into
force, and the essential question is, "Do you agree with the continuity
of the change process led by President Evo Morales and Vice President
Alvaro Garcia Linera?

Revocation by President Morales will proceed if No votes surpass 53.74
percent and 1,544,374 votes.

The National Electoral Court will be responsible for the organization
and execution of the referendum, while the Executive Power will appoint
the necessary economic resources.
