NO they are not. The Chinese culture is too introvert to establish true 
democracy. While the Chinese are doing well in the vast market based
economy 
on a small foot print, they are too ill equipped at this time to go the
full 
distance. The culture of the chinese is more attuned to the family as 
opposed to the greater exploitation of the greater. The Chinese are not 
innovators, have zero sense of letting juniors to be so. Laws in China are

lax, indeed only applied where political power is lost by the offender.

The Chinese are more attuned to ridgid directivity by seniors, by
folklore, 
and by being led down the garden path by others.  This will change in
time, 
but certainly not in the immediate future.

Democracy in China, will not work.
