Western democracy is frequently the tyranny of the majoirty until

are in the position to break the deadlock among the larger grooups.

course, such op****tunity may or may not occur.
In the case of =E7=F3=B0=CD=D7=E5 Luoba, its representative stated that

felt a
holy sense
of mission when she realized that she was representing a people, her
people.
She probably has a voice.
