The Chinese government could execute smokers if it wanted to, so this guy
must be part of some campaign to crack down on smoking prior to the
Olympics without causing too bloody an incident that might harm China's
glorious image. And it is preferable to executing the smokers because
their labor is still needed to keep the country's economy expanding, plus
they continue to pay taxes on the cigarettes this agitprop takes away
from them.
