To engage him and grant his modest request meant the CCP recognized
his authority over the Tibetans which the Chinese government can not
allow.  A religious leader has no place in politics.  He can not
determine the future of Tibet.  That aurthority got to belong to
China.  He can stay in China and pray and meditate, which meant he has
no authority.
