SUPPOSE THAT THE U.S. DID GO "BANKRUPT" AND BECOME UNWILLING/UNABLE TO
PAY ITS DUE OBLIGATONS. WHO WOULD BECOME THE "RECEIVER" AND DISTRIBUTE
THE U.S. ASSETS? WHO WOULD "ENFORCE" PAYMENT?
