If that fails then you organise bullfights, and the worst of the mad
young men with not enough sense will happily throw themselves into the
path of a pair of rampaging horns. If they survive then they get the
attention they crave, and if they don't.... oh well. They died
hero's.
I didn't agree with bullfights when I first got to Spain. My
sensibilities were somewhat shocked by it all. But now I can see it
fulfills a useful social function. It's just not necessary to repress
reckless young men. You just have to direct those energies in a
useful and entertaining way for all. As I recall, the Tibetans used
to have a few ways of doing that.... throwing themselves off mountains
inside of kites. Ceremonial fights on small horses during festivals
etc.
