That couldn't be easier. All you need is to read the fine print
underneath the photo. It shows the photo was taken in 2003.
Here I quote: "This is not an uncommon 'tactical move' from the
Chinese government as could be seen on the back-cover of the 2003
annual TCHRD Re****t".
Was there any social unrest in Tibet in 2003? No, I don't think so.
